Formats a citation for a web source, for use inside <code><ref></code> tags alongside {{tl|Reflist}}. A simplified, ParserFunctions-only equivalent of Wikipedia's Cite Web template — it doesn't use Scribunto/Lua modules, so it won't have every edge case Wikipedia's version handles, but covers the common fields used across The Vault's citations.
