Ruppelt, its first director, reorganised the project after taking charge, and astronomer J. Allen Hynek served as its scientific consultant for its entire span, having also advised Projects Sign and Grudge before it.

== The Robertson Panel ==
In January 1953, a CIA-convened group of scientists known as the Robertson Panel reviewed existing UFO evidence over four days and concluded that sightings posed no direct threat to national security. Later declassified records revealed the panel's broader aim had been to reduce public interest in UFOs through public education and debunking, a stance Hynek — initially a sceptic himself — came to view as excessively focused on dismissal over genuine investigation, particularly regarding a small minority of cases he considered difficult to explain.

== Case classification ==
Over its 17-year run, Blue Book catalogued 12,618 reported UFO sightings. More than 90% were classified as "identified," attributed to known astronomical, atmospheric, or man-made causes; 701 cases remained officially "unidentified" at the programme's close, generally reflecting a lack of sufficient information rather than evidence of anything genuinely anomalous. Hynek's work on the project laid the groundwork for what later became his own "Close Encounter" classification system, still widely used in UFO research today.

== The Condon Report and termination ==
In 1966, the Air Force commissioned an independent review from the University of Colorado, led by physicist Edward Condon. The resulting Condon Report, published in January 1969, concluded that the study of UFOs over the preceding 21 years had added nothing to scientific knowledge and that further extensive study could not be justified. Following review by the National Academy of Sciences, Blue Book was formally terminated on 17 December 1969, with the Air Force stating that no investigated sighting had ever indicated a security threat, shown evidence of technology beyond contemporary scientific understanding, or been shown to be of extraterrestrial origin.

== Legacy ==
Many UFO researchers remained dissatisfied with the Condon Report's conclusions and the closure of Blue Book, and Hynek himself went on to found the Center for UFO Studies in 1974, continuing independent research. Blue Book's perceived shortcomings also spurred the growth of civilian UFO research organisations during its own lifetime, including the National Investigations Committee on Aerial Phenomena, founded in 1956.
